 You can earn money without a website just viewing ads or reading emails. You can sign up for a free account, refer others and earn through commissions too. Some of the sites which provide such opportunities are:

ClixSense

You get 0.01 or 0.02 to view an ad. You do NOT get paid for the ads your referrals view. You get paid if they upgrade to premium membership. From personal experience I do not see much benefit in upgrading the membership.

AdBux 

You get 0.01 to view an ad. "You'll get paid $0.01 for each website you personally view and $0.01 for each website your referrals view. Payment requests can be made every day and are processed through PayPal. The minimum payout is $10.00".

 

Hits4Pay

You get paid to read emails. "Earn $10 in your Hits4Pay account as soon as you signup for a free account. Earn $0.02. Earn $0.02 for each advertiser's email that you read from us. Direct Referral Income (level one): Earn $0.01. Refer us to a few friends and earn $0.01 for each email that they read. Referral Income: (level two): Earn $0.01. When your direct referrals refer others, you earn $0.01 for them reading the emails we send them".

Mobile Ads

You view on your mobile and get paid. "Get 20 paisa for every ad you receive, Get 10 paisa for every ad your friends receive, Get 5 paisa for every ad your friend's friends receive".
